What is for real?

I have tried to refrain from climbing atop a soap box to voice my opinions every time I get annoyed but this time I just can't help myself!
 
So within this country there exists Local, State, and Federal Laws. As I understand it a State Law would trump a Local Law and a Federal Law would trump both Local and State Laws. Now please take into account I am not a lawyer nor have I actively studied law but I have noticed a discrepency that has me confused if not a little mad.
 
In brief here it is:

 
Arizona passes a law to deal with illegal immigration which more or less duplicates a Federal Law thus giving the state of Arizona the ability to enforce the law that the Federal Government is not.
 
Montana, along with a few other states, passes a medical marijuana law which blatently defies a Federal Law.
 
The Federal Law is denying Montana, Idaho and Wyoming the right to manage wolves based on there dislike of Wyomings planned laws to manage wolves.
 
If Montana, Idaho or Wyoming chose to allow hunting of the wolf regardless of federal law would it be received like the immigration law of Arizona or the medicinal marijauna laws?
 
My vision may be blurred and my thought process confused by this frustration so feel free to enlighten me. I would love to know before voting time as I am studying some voting records so I can do my part  to clear up this confusion!

Blaine, You nailed it. There are a ton of "Double Standards" throughout this nation, in government. If I've learned anything in the last 20 years of working for the government it has been that they (government) can do anything they choose to do, at any time if they just want to do it bad enough. This wolf issue is no different. They (Federal Magistrates) could specifically target Wyoming for not coming up with an appropriate management plan and leave Montana and Idaho to manage their more than conservative wolf management plans. The facts are now on the table that the Federal Fish and Wildlife has far exceeded the number of "Breeding Pairs" of wolves to more than sustain the existence of that species.
I know that you have heard the old saying "The squeeky wheel gets the grease", well that is exactly what we as hunters/conservationists need to keep doing (providing the squeek in the wheel).
I am just as frustrated with this whole wolf thing and I know many of our fellow hunters feel this same way as we continue to watch the game populations take the hit.
